    General Meeting to:

    1. Tender for the resignation of the

    student president
    2. Call for the reinstatement of

    Radio Massey Management Team

    , 3. Request that the association al-
    locate funds required to facilitate the up-
    grade of Radio Massey’s equipment to the
    required standard for transmission and
    that they enable the proposed transfer of
    the station into the Student Centre
    Building to commence.

    In relation to the move taken by
    Radio Massey management on Wednes-
    day night, MUSA President Martin
    Carroll announced that the station’s
    management would be suspended on Fri-
    day. I Vice President Adam Coyle an-
    nouncedanewRadioMasseymanagement
    had been organised. The‘new station-
    manager had “vision and flair” said Adam.

    On Friday morning Radio Massey
    Station Manager Guy M[...]ett Hunt were
    indeed suspended at 7am; 40 feet in the air
    from a cherry picker on the Fitzherbert
    Bridge. A Radio Massey banner hung

    great to be suspended and that he thanked
    the MUSA Executive for their support
    during the capping stunt. Guy says he
    especially appreciated thethe call for the

    The Broadcasting Amendment Act was
    passed this week w[...]newspapers media is underway.

    In March this year the National gov-
    ernment lifted the restrictions on overseas
    ownership of television and radio. Over-
    seas interests may now gain 100 percent of
    the privately owned radio and TV chan-
    nels. At the time media expert MP Steve
    Maharey said “we are the only OECD
    country that has allowed overseas owner-
    ship”. '

    Following the latest move the
    Primeminister says we will see the entry
    of overseasinvestors in NewZealandmedia
    within the next few weeks.

    Indeed Chaff Editor, Helen
    Fergu[...]for an inter-
    national media company. Helen says the
    other student papers in the country have
    been contacted by the agent proposing
    “extremely lucrative offers”. Helen says
    the agent wouldn’t be drawn on who he
    represents but it is understood it is not
    Kerry Packer who has his sights set on
    TV3(see Dominion 23 March). Rupert
    Murdock, anoth[...]y
    is not new and several sources have indi-
    cated the recent mini building boom at
    Massey may be financed by Mr Mudock
    through his many investment arms. Till
    now the student media have been out of
    the reach of private business. For more on
    this story see this week’s Chafi‘ feature.

    Holiday On The Dole?

    Minister of Social Welfare, Jenny
    Shipley, claims students have been tak-
    ing the DOLE while on holiday. Ms Shipley
    says her department has ident[...]ho took overseas trips over
    summer while claiming the unemployment
    benefit. She says they have four cases
    where students are being prosecuted. In
    the past students have not‘been taken to
    court beca[...]‘ NZUSA President; Charlotte
    Denny however says the reports of stu-
    dents on the dole while on holiday may not
    be what they seem. She says there is no
    evidence students deliberately abused the
    system and she has had some students say
    the Social Welfare Department was slow
    in stopping benefits when they requested
    it. Charlotte says the incident shouldn’t
    taint the 65,000 students who found work
    honestly over the summer break.

    the students that requested the Social
    Welfare Department stop payment of my
    benefit when I started as News Co-
    ordinator on 18 February. Last Saturday
    (4 May) I received a letter from the afore-
    mentioned department requesting that I
    refund the overpayment!

    On the day many graduates were being
    rewarded with their[...]d work and effort, those students
    indentified in the Morris street incident
    were being charged by Mass[...]with misconduct. Vice
    Chancellor Neil Waters told the Univer-
    sity Council that he has also received a[...]ey next year.

    ‘ Maurice Dickenson says he sent the



    ' letter to the Vice Chancellor for the sake of

    the students in the hostels, their property
    and the hostels. He says he based his
    recommendation on his personal knowl-
    edge gained as a Hostels Dire[...]aurice says hostel students pay
    fees to cover all the vacation periods and
    an indeterminate number remain on
    campus during the Easter break. He men-
    tioned two other university[...]t not be
    held at Massey and says he was not aware
    the Vice Chancellor was going to use his
    letter at the University Council.

    At the meeting Dr Waters reminded
    Student President Martin Carroll that
    MUSA needs council permission to host
    the tournament next year. '



    Productive Exploitation.

    The Employment Contracts Bill has been-passed followi[...]and Nick Smith for a youth mini-'
    mum amendment, the Bill remains as the Select Committee heard it. The New Zealand
    Student Association says the Bill contains no protection for under 20 year 'old workers
    and'slams the Social Welfare Minister‘s proposed guidelines on acceptable rates for
    young workers as “simply o[...]1 for a forty hour week for 16 and 17 year olds.

    The Bill has been the focus of widespread and intense anger against the Govern-
    ment with union action by many sectors. It comes into effect on 16 May but a TV 3 Gallup
    Poll indicates half of the public think the Bill will be bad for New Zealand, most think-
    it is an attack on the unions while only 7% believe it will achieve the stated aim of
    improving productivity.

    Quorum Runnelh Over, Just!

    The MUSA AGM got off to a late start last Tuesday night while the meeting waited for
    50 people needed for a quorum. The meeting, due to start at 7pm, began at 8.10pm and[...]ll elevenish. Only two students took advantage of the free buses provided
    by the Student Association to the council chambers in town from the hostels.

    However the meeting was more enlightening than past AGMs and could be judged
    a success to the Executive that it went ahead at all.

    Vice Chancellor Dr Neil Waters gave a sombre speech about the future for the
    university under corporatisation. He outlined the financial hardship presently faced by
    the University and emphasised that the student image has been tarnished by the Morris
    Street incident. He said it was important[...]l,
    hardworking and responsible to win favour with the general public for their anti-fees
    cause. Association members were informed of Exec’s plans for the Student Centre

    including a video parlour and disabled access through the old Kiwitea Lounge.

    One note of contention came[...]resident Martin Carroll put forward
    a motion that the 1990 MUSA President’s (Neil Morris) report not be accepted. The
    minutes from the AGM state the reason given by this year’s president was that the report
    was not in the interests of MUSA and there were suggestions in the report that MUSA
    be wound up due to apathy. Martin said the report was not promoting the welfare of

    members and therefore unconstitutional. He said the report was also contrary to,

    MUSA’s role in student accommodation. There was some discussion before the motion
    was passed. Questions were asked as to how the Executive could claim accountability
    when the last year’s president’s report may give them a potential guide as to problems

    , occurring within the Student Association

    Guest speakers Councillor Da[...]d Paul Wintringham spoke from
    opposing viewpoints on the Employment Contracts Bill and the meeting voted that the
    Association oppose it. .

    No decision was made on the Radio Massey proposal to shifi'. premises although it
    was acknowledged by the Executive. However the dramatic suspension of Radio Massey
    management by[...]pping stunt.

    Going through the capping process myself last week was
    a wonderfully satisfying experience, mostly. The weather
    was perfect, I agreed with my parents on 'just about
    everything, the photographer was nice and the restaurant
    tried to overcharge us $28 for drinks[...]ing. Dad took videos while Mum snapped phdtos
    for the family album.

    All in all, lots of warm fuzzies w[...]note of impend-
    ing doom. Most speeches endorsed the positivity of the
    occasion yet also warned of what looks like a gri[...]w Zealand. And they’re right. Con-
    cerned about the low level of education among some school
    leavers,[...]ubjects are to become compulsory right
    through to the end. Has this man no sight at all, is he
    really a[...]obvious to him, (as it
    is to everyone else) that the schooling system as it stands
    is unrealistic and impractical, ignoring the needs of those
    students that need the most help? Let’s face it, some
    students are not[...]rats pulled their heads out from where they think the
    sun shines and had a look around at reality land every so
    often. Surely it’s little to ask for the sake of 3.5 million
    people? Before having a chanc[...]g
    called for its 3.62 seconds.

    But anyway, after the upcoming three week holiday
    (I word I use tentatively, knowing of the study piled up
    ready to go), hopefully we'll be back on board ready to
    churn out another bunch of weekly Chaffs again. With the

    lacking on Campus (re: the MUSA Election and AGM
    quorum problems); locally (re: the Regional Council bus

    Murdoch has over the past year been donating money
    into New Zealand un[...]a bid to control New
    Zealand media - making it in the back door. Take a look
    in the course detail booklets and you would have seen an
    amazingincrease in media papers. Last year was the first

    year of the post graduate media diploma, coming next .

    year is the opportunity to major in media studies. The
    media in New Zealand is now under the control of one man
    - by inputting the much needed finances he is in fact now
    able to determine the content of these papers - the stance
    and taken and shaping the thoughts of future
    media personnel throughout New[...]ones are going to be churned out of university by the
    dozens. So much for the freedom of the press.

    And of course so much for the freedom of Universi-
    ties. This is a classic case of what We have been trying to

    decision); nationally (re: the recent fast track legislation);
    and internationally (re: the Gulf War and the Star Wars
    plans). Participation should be encouraged and the op-
    portunity grasped before your life becomes de[...]s male working for a multi-

    about us at University, we might believe we are the

    potential rulers of the planet.

    But that is just where the problem lies. We are of
    the species Homo sapien-sapien which is but one species
    on this planet. As humans we have used our intellect as
    no creator would have imagined or hoped.

    1) Student Reps

    This year, there has been some delay in getting all student positions on Faculty
    Boards filled. Post-grad students need the most persuasion as few post-grads are

    silence, if somethings bugging you. Call on any of the reps or me at my office. We can
    always give you moral support and work something out in the meantime.
    2) Surveys .
    Remember the large scale survey of 135 papers last year? You must have seen them
    in the Association handbook early this year. The E-Team will be surveying lst half-
    year' papers i[...]from both staff and students and they’ve found
    the survey pretty worthwhile. Further information is[...]an now look forward to
    three weeks of catching up on term work,

    will be worse.

    then went on to an unexpected but déserved
    draw with Shore Rovers.

    Our prey this week were the unsuspecting graduates. Unaccustomed to the degradation
    of our polls, they were more than willing to let themselves be interviewed and photo-

    graphed. The questions pertained to such things as whether the[...]e went into their degrees, and
    do they think that the capping gowns/ceremony should be changed. Internal grads were
    asked what had changed on campus, and extra-murals were quizzed about the strains

    on family/social life.

    studies part time while continuing to work
    at the Pacific College. What’s new on
    campus? “Well, that building there for one
    (pointing at the half completed structure
    behind the Science Towers), and the
    Business Studies has gone up. There’s

    to perceive really”. How about all the hard
    work, was it worth it? “No not really. If'[...]t that, “I’d do a
    BSc as in my job I only use the Computer
    Science part of my degree.” Craig hasn[...]of
    three hours sleep during my entire degree.”

    he’s bagged a job in the big smoke of
    Auckland. And how has the campus
    changed? Well Andrew wasn’t really sure,
    but lucky for him a friend was willing to
    lend a hand. “The girls are much better
    looking”, said the friend, “but there are too
    many ties around.” Back to Andrew. Was
    it worth it? “Yep, it’s given me the oppor-
    tunity to go further in life.” The drinking
    wasn’t as heavy as some of the others{

    if anything had changed on campus, but
    after careful consideration of all possible
    aspects of the problem she stated categori-

    Having failed Intro Stats myself, I find the
    concept of a masters in maths a bit stag—

    mate goal of a PhD in Maths. Although a

    The techniques involved require the utilisation of

    ter. The method utilises pUC 18 plasmas in conjunction
    with restriction endonucleases for the insertion of
    pathogenic genetic coding from bacillus anthraxus into
    bacillus thurengensis, forming the new, and highly toxic,
    bacillus anticus. The bacteria are then identified using
    high performance liquid chromatographies, and sepa—
    rated from the emulsion by advanced ultracentrifugation
    techniques. Once isolated, the bacteria is then released
    into the first fermentation cycle of a standard wine vin-

    increased fees, but worse would be the
    compromising of teaching standards. With

    has all been little more than a propos[...]ckround.

    Two weeks ago, appx 2000 copies
    (out of the 5000 printed) of Chafi‘ went
    missing somewhere in between the print-
    ers and the drop-off point here. This is_ an
    occurance that has never happened before
    in the history of Chaff. We weren’t ever
    able to actually track them down, but in
    the course ofour investigations therewere
    a number of[...]proached by a Auckland media consultant
    regarding the possible purchase of our
    paper. Although the consultant would not
    enlarge on his client, the general feeling
    points towards media mogul and chief
    executive of News Limited Rupert

    , Murdoch. Despite the offer being imme-
    diately tumed down, knowing the current
    financial situation of MUSA, this same
    company offered to ‘donate’ a monthly
    amount to the paper, or even privately
    ‘fund’ it rather than outright purchase. At
    the meeting thatfollowed amongmembers
    of MUSA media board, the offer was
    tabled, but immediately rejected.

    2. Following that rejection, Chaff

    wasinformed of the possible consequences
    of such a move, consequences that couldbe
    detrimental to both the paper itself and
    thethe
    exception of Lincoln’s Caclin, the offer had

    also been refused. Since then, the editor of

    Salient (Victoria’s) has been hospit[...]as a simple case of

    ‘food poisoning”.

    sity and consultancy firm, yet a number of
    changes within the humanities faculty
    suggests that the ‘donatn'on’ may well have
    been accepted in some way.

    1. In 1990 for the first time in Mas-
    sey, a post-graduate diploma in media
    studies was offered. On further investi-
    gation in seems that much of the decision
    regarding courses and subsequent infor-[...]2. In 1992 the arts faculty will also
    be offering the option of majoring in media
    studies at an undergraduate level. Under
    the same investigation we found out that
    the course structure was modelled on one
    suggested from that same Australian

    3. Although this is mere speculation
    at this stage, the investigations also point
    towards increased fundingin certain parts
    of the Business faculty. With increased
    lecturingin the subject of press ownership,
    links have now been found to substantiate
    a firm connection. '

    4. The entire humanties faculty was
    rumoured to have taken a mass Club Med
    holiday two months after the instigation of
    the Diploma in Media Studies.

    Following the problems that brewed
    between MUSA Executive and R[...]ff last week, speculation is now
    rising regarding the timing and purpose of \
    this mass walk-out. Altho[...]this was
    in fact a ploy by Radio Massey to force the
    hand of MUSA to financially commit
    themselves to assisting the move into new
    premises. It has also been revealed[...]McIndoe has in fact
    been travelling to Australia on a regular



    basis in the last six months, his trips

    between the management stafl’ of Radio

    Everyone sings it. Nobody knows what it means.
    And none of the graduates seem at all phased at the
    thought that they’re just one of hundreds to walk
    across the stage in just a couple of days to receive a
    hands[...]to flap around in their hired gown for
    a day. All the graduates I talked to were enthusiastic
    about bei[...]buzz”. To receive a
    certificate?; “It marks the final event of varsity life”.

    An event not to be missed. Not just graduates,
    but Ma, Pa and the siblings attend. Graduation is a
    family event, co[...]o fill albums for their coffee tables,
    photos of the much loved achieving offspring are
    taken underneath meaningful trees, signposts and
    buildings on campus and round town. Seriously
    though, Graduati[...]hrough at least three years of study. This may
    be the last time they’ll spend with their daughter/
    son before s/he gets a job in the real world and is
    finally granted real independence.

    dining room. Ooodles of Oggling first year eyes discretely traced the couples
    path to their table in the corner. The reserved sign was removed from the table
    and a specially prepared menu was presented-to the couple. They got given
    some soup and they drunk s[...]e most of it.They got given some of every dessert on the
    menu (and then some) and they threw it at eachoth[...]s deteriorated.

    Palmy band The Feast Of Stevens hit the SLM this
    Thursday night in support of Auckland band, The Lills
    after what seems to be a long abscence from our eyes and

    ears.
    The Feasties recent tape release was one of the high

    points of the Palmerston North music scene this year, and
    are currently on a North Island tour taking in Auckland
    and Wellington.

    Since their tape release, the band have composed a
    whole swag of new songs and Andrew Coy, the bands
    guitarist, promises an energetic set showcasing the best

    ter Weir, director of Dead Poets Society,
    which focuses on an illegal French alien

    ment, but soon proves to be their undoing
    as the State Immigration Department
    hones in on their unusual union, seeking
    the truth, the whole truth and nothing but
    the truth.

    What follows is a delightful explo-
    ration of how the two try to carry on nor-
    mally in their now abnormal lives, while

    friends who have no idea about the mar-
    riage or its consequences. This of course,

    also lacks the usual gratuitous sex and
    violence, leaving the viewer free to reflect

    the Maori struggle against oppressors who

    This year’s Capping Revue is the first year
    that the founders of Facial DBX and their

    coverage” of the Morris St riot to “titheads’

    favourite was the Party Political Broad-
    cast at the end of the first sketch. (I won‘t
    tell you any of the punch lines because

    to bring the house down. Revue this year
    shows what a talented[...]sey tradition is safe and Revue has again
    outdone the year before it.

    Caroline, these “camels” all[...]Campion’s earlier
    films date from her study at the Austral-
    ian Film and Television School, the content
    of them is obviously inspired by cultural[...]ealand.
    TheAudition (1989) setin Otaki (just down
    the road) and directed by Jane’s sister
    Anna shows simply the relationship
    between Campion and her mother. It
    touches on ideas that are so everyday and

    yet fascinating under thethe
    bathtub and humming a Beatles tune,
    stops to question what the meaning of
    “wake up sleepy jeans” could be. T[...]t - sepa-

    x rates it and makes it interesting in the re-

    telling. This is one thing that makes
    Angel[...]ory (1983), Campion’s
    black irony quietly baits the audience.
    Without the safeness of a conventional
    narrative the viewers are haunted by the
    premonition of disaster. This theme is
    also carried on into her major works. Both
    Angel and Sweetie are[...]h seeing. Keep an eye out for
    Campion’s work in the future. She has

    operation and the siting of our hostels in

    service all hostels instead of the drying
    rooms would adversely affect fees.

    pay for a servant to do the job for you. Ask

    (b) Car Parks: This is a matter
    outside the responsibilities of Hostels
    Administration being handled by the
    University Traffic Department. A

    Pleasebe aware that the dinner meal
    commences at 4.45pm and goes on to
    6.30pm. Also, as is printed in the Halls of
    Residence booklet Hostel Notes , page 15[...]esent their meal ticket and obtain a late
    meal in the Supper Bar Monday to Friday
    between 7 pm-8pm. Foo[...]15.75 seconds. This of course does
    not eliminate the queue. However, it does
    indicate that the actual service is not slow

    the progress of the campaign in

    said that the focus of the campaign
    this year is to ensure that the $1300
    tuition fee is scrapped by 1992 and
    that no[...]ble to all

    number of enrolments at university
    for the first time in thirty years. We
    believe the 1000% increase in tui-

    tional Government’s manifesto pro-
    mises to[...]hard to see how they can fulfill
    this promise if the tuition fee re-’
    mains. “The financial barrier will
    continue to discourage thousands
    of potential students around the
    country from entering university and
    we think that’s a tragedy.”

    Students also face the threat of in-
    creased fees under both the Govern-
    ment’s ‘Studyright’ scheme and the
    proposal to corporatise tertiary in-

    stitutions. ‘Studyright’ (the entitle-_

    ment to one “free” degreej'is only
    guaranteed to school leavers. For
    the other 50% of students there is
    no guarantee that[...]restricted entry,
    will be expected to pay 25% of the
    cost of an average tertiary course (at
    least $250[...]dollars with which to buy back their
    assets from the Government, in-
    evitably the cost of repaying loans,
    meeting interest payments and
    returning dividends to the Govern-
    ment (as major shareholder) would

    be passed on to students in the form »

    of much higher fees.



    STUDENTS PROTES[...]DUCATION POLICY A

    Two workshops will concentrate on
    formulating strategy for Term 2 with
    an objective of publicising and
    preventing tuition fee increases.
    The Day of Action showed that we
    had a strong base of[...]opposition to corporatisation pro-
    posals and to the likelihood of
    higher fees because of university
    underfunding. The campaign this
    year is difficult because so many
    different issues are involved but the

    Day of Action was a great success.

    Lots of peop[...]ing Dr Smith to his promise to

    * resign or scrap the fees by 1992. We

    are asking Dr Smith to keep the
    spirit of his promise, not just the let-
    ter of it. If he scraps Labour’s $1[...]
    [...]New Zealand univer-
    sities have prided themselves on
    their open entry policy, a policy
    which says as long as you meet the
    academic standard you will be
    allowedentry to uni[...]our open entry policy looks set to
    end by 1992.

    The proposal to introduce limitation
    of entry across the board has
    already been discussed by the Vice
    Chancellors Committee and has the
    tacit approval of many university
    staff who feel[...]ity with increased stu-
    dent numbers.

    At present the only university with
    limitations across all stage[...]h has a
    “managed entry” policy. This began
    at the beginning of this year as a
    result of last minute’ Government
    cuts in funding for growth and the
    withdrawal of money for their new
    law school.

    students in the tertiary system who
    will not be covered by National’s
    policy. In addition,‘Studyright' only
    covers the minimum time it takes
    you to complete your degree[...]four years, you will be re-
    quired to pay 25% of the average
    cost of a tertiary course (at least

    $10,000). The position regarding
    post-graduate students currently re-
    mains unclear though the Minister
    had earlier stated that these
    students would be covered through
    a scholarship programme.
